- 02Update: June 2026 April 2026: Minister of Climate, Energy and Environment reported Energy Transition Promotion Plan to the cabinet meeting. The plan outlines energy transition policy direction for the remaining 4 years of the current administration. It is composed of three parts, namely renewable energy, green manufacturing and balanced regional development. Hydrogen is included in the green manufacturing part with goals and milestones, which are: 300 thousand tons DRI demonstration by 2028, commercialization by 2037, Renewable and nuclear hydrogen and CCUS in the hard-to-abate sectors, 40% of newly purchased cars in 2030 will be EVs or FCEVs. November 2025: The government proposed 15 Ultra Innovative Economy Flagship Projects in August in the context of Economic Growth Strategy of the New Government. Accordingly, the detail of climate-energy-future challenges projects was revealed in November, in which green hydrogen production and demonstration are covered. The project is to advance the economics and capacity of domestic electrolyzer production by large-scale electrolysis system development and large-scale production demonstration (max. 100MW by 2033). The government allocated, among others, 10 billion KRW to 5MW PEM electrolysis system and 7.5 billion KRW to hydrogen microgrid management out of its 2026 R&D budget.
- 03Updated November 2024 • (May 2024) MOTIE announced that ten hydrogen R&D projects would receive government funding of 24.3 billion KRW (17.5 million USD). Research area of the projects includes AEM electrolyzer system, HRS key component upgrades and mobile fuel cell power generation for civilian and military use. The ministry will select additional eight projects eligible for 23.4 billion KRW (16.8 million USD) in the second half of this year. The annual budget this year is 47.8 billion KRW (34.3 million USD). • (May 2024) The world’s largest hydrogen liquefaction plant started commercial Operation in the city of Incheon. Incheon Liquid Hydrogen Plant has annual capacity of 30,000 tons of liquid hydrogen, which would be able to refuel 5,000 FC buses. SK E&S invested 700 billion KRW (500 million USD) in it to expand its liquid H2 refueling station network to 40 locations by 2026. Liquid hydrogen supply chain is essential for Korea’s rapid growing FC bus fleet. National and local governments have plans to deploy more than 20 thousand FC buses by 2030
- 04Update: June 2026 March 2026: Samsung C&T completed Gimcheon Green Hydrogen Production Plant. It is the largest electrolysis facility so far with the capacity of 10 MW. It is basically off-grid and 8.3 MW solar PV system on the same site provides electricity. 230 tons of hydrogen is expected to be produced annually for the industry and the FC bus fleet in the city of Gimcheon.
