Overview of Hydrogen and Fuel Cell Developments in China (January 2019)

National level
On May 31st, Ministry of Transport, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Public Security, Ministry of Finance, Ministry of Ecology and Environment, Ministry of Commerce, People's Bank of China, the State Administration for Market Regulation, State Administration for Financial Regulation, National Energy Administration, National Railway Administration, State Post Bureau released “Action Plan for Large scale Equipment Renewal in Transportation”. Regarding hydrogen energy, following points were mentioned:
· Scientific layout and moderately advanced construct supporting infrastructure for new energy vehicles along highways, exploring the construction of supercharging stations, swapping stations, hydrogen refueling stations, etc.
· Accelerate the research and development of fuel powered ship types such as liquefied natural gas (LNG), alcohol, hydrogen, ammonia, etc., strengthen key common and cutting-edge leading core technologies such as high-performance LNG, high-power alcohol fuel engines, and high energy density and high safety performance power batteries, and enhance the supply capacity of new energy ship equipment. Support the construction of new energy and clean energy powered ships, support the development of fuel powered international navigation ships such as green alcohol and green ammonia, promote the application of LNG and biodiesel powered ships in coastal and inland waterway routes where conditions permit, support the pilot application of pure battery power in small and medium-sized, short distance inland waterway ships, support ships to explore the pilot application of mobile equipment replacement modes such as box power supplies, and gradually expand the application of green electricity, LNG, biodiesel, green alcohol and other energy sources in the field of ships. Improve the major renovation policies for passenger ships, implement incentive measures such as prioritizing berthing and disembarking of new energy ships, and ensure the supply capacity of energy such as electricity, LNG, biodiesel, and green alcohol. Encourage the exploration and establishment of regional demonstration zones for comprehensive new energy transformation of ships.
· Based on the research and development of Fuxing and other series of locomotive products, technologies such as high-power power batteries, new generation diesel engines, internal dual power sources, hydrogen power systems, and low-carbon/zero carbon fuel engines are adopted to promote the upgrading of old internal combustion locomotives.
· Encourage the construction of supporting projects such as power battery charging, hydrogen fuel and alternative fuel refueling, explore the integrated comprehensive service capacity building of new energy locomotive application, maintenance, overhaul and supporting projects, and build a complete locomotive life cycle application system.

On August 11th, The Central Committee of the Communist Party of China, the State Council released “Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development”. Regarding hydrogen energy, following points were mentioned:
· Promote the full chain development of hydrogen energy production, storage, transportation, and utilization.
· Improve the infrastructure network of charging (swapping) stations, hydrogenation (alcohol) stations, shore power, etc., and accelerate the construction of urban intelligent transportation management systems.
· Improve the standard system for renewable energy and industrial green low-carbon standards, and establish and improve the standards for hydrogen energy production, storage, transportation, and use.

On August 29th, the State Council released “China's Energy Transition” White Paper. In terms of hydrogen energy, the white paper pointed out that:
· Vigorously develop the charging infrastructure network, improve the layout and service facilities of hydrogen and gas stations. By the end of 2023, nearly 8.6 million charging infrastructure and over 450 hydrogen refueling stations have been built.
· In the industrial field, the focus is on production heating, drying, steam supply and other links, implementing high-temperature heat pumps, electric heating and other electric energy alternatives, and promoting the demonstration application of renewable energy hydrogen production in the chemical and metallurgical fields.
· Promote the transformation and upgrading of the petroleum refining industry, strengthen the research and application of renewable energy hydrogen production, carbon dioxide hydrogenation to prepare chemical products, etc.
· Explore hydrogen pipeline transportation and construct integrated transportation energy service stations for oil, gas, electricity, and hydrogen at traditional gas stations and refueling stations.
· Around major national projects such as nuclear power and oil and gas, as well as key research and development plans for advanced renewable energy technologies, energy storage and smart grids, hydrogen energy, and clean and efficient utilization of coal, formulate and implement energy technology innovation plans and strengthen top-level design for technological innovation.
· Accelerating the development of new energy storage and hydrogen energy technologies. The alkaline electrolysis hydrogen production technology has reached the international leading level, with the successful development of a single 3000 standard cubic meter/hour alkaline electrolysis cell and engineering verification of megawatt level proton exchange membrane electrolysis water equipment.

On October 18th, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Housing and Urban Rural Development, Ministry of Transport, National Energy Administration, National Data Bureau released “Guiding Opinions of the National Development and Reform Commission and Other Departments on Vigorously Implementing the Renewable Energy Substitution Action”. Regarding hydrogen energy, following points were mentioned:
· Actively and orderly develop hydrogen production from renewable energy sources.
· Strengthen the construction and upgrading of infrastructure such as heating, gas pipeline networks, and hydrogen energy supply networks, enhance the interconnection of pipeline networks, and accept more non electric renewable energy sources nearby.
· Encourage the large-scale substitution of low-carbon hydrogen for high carbon hydrogen in fields such as synthetic ammonia, synthetic methanol, petrochemicals, and steel, and explore the construction of integrated bases for wind solar hydrogen ammonia alcohol.
· Support regions with conditions to carry out pilot operations of biodiesel, bio aviation coal, bio natural gas, green hydrogen ammonia alcohol, etc. in the fields of ships and aviation.
· Strengthen the construction of charging infrastructure, gas stations, and hydrogen refueling stations, and improve the urban and rural charging network system.
· Promote the application of hydrogen metallurgy and hydrogen based chemical technology.
· Establish and improve market mechanisms for renewable energy heating, biogas, and clean low-carbon hydrogen.

On April 16th, 2021, the Ministry of Science and Technology and the Shandong Provincial Government signed a framework agreement to jointly organize and implement the "Hydrogen into Ten Thousand Homes" technology demonstration project, jointly launching the "Hydrogen into Ten Thousand Homes" technology demonstration project. Following two demonstration and deployments belong to this project.
· On June 12th, the launch ceremony for the construction of the first fully scenic hydrogen energy port in China was held in Qingdao.
· On July 12th, the Baotong Street (Weifang Power Plant to Wei'an Road) sub high pressure hydrogen transmission pipeline project in the High tech Zone obtained a construction project planning permit issued by the competent department, which was the first urban hydrogen transmission pipeline approved for construction according to urban gas engineering in China. The pipeline starts from Huadian Weifang Power Plant in Zhuguang Street, High tech Zone in the east and ends at Wei'an Road intersection in Baotong Street in the west. The total length of the pipeline is 5.2 kilometers, the design pressure is 1.6 MPa, and the designed annual hydrogen transmission capacity is 30000 tons, which can meet various hydrogen needs in the central urban area within 5 years.
On August 22nd, the first hydrogen based vertical furnace in China with a capacity of one million tons achieved 168 hours of continuous full load production, successfully passed the weekly production function assessment, and successfully verified the high hydrogen (70% hydrogen content) smelting conditions, in Zhanjiang, Guangdong Province.

On June 4th, the 2024 International Hydrogen and Fuel Cell Vehicle Conference and Exhibition (FCVC 2024) opened at the Shanghai Automotive Convention and Exhibition Center. This conference has a total of "1 plenary session, 7 themed summits, and 5 concurrent conferences", as well as a 25000 square meter professional technology and equipment exhibition, attracting more than 300 domestic and foreign exhibitors to participate. The exhibition was jointly organized by the China Society of Automotive Engineers (SAE-China) and the International Hydrogen Fuel Cell Association (IHFCA).
On October 18-19th, the 2024 China Hydrogen Industry Conference was held at the Qiaoshan Cultural Center in Nanhai, Foshan City, Guangdong Province. This conference was hosted by the China International Economic Exchange Center and supported by the People's Government of Guangdong Province, the United Nations Development Programme, and China Petroleum and Chemical Corporation.

On August 15th, the National Energy Administration released “National Key Research and Development Program – Hydrogen Technology”. The 2024 guide focused on three technical directions: green hydrogen production and scale transfer system, safe hydrogen storage and rapid transmission and distribution system, and convenient hydrogen upgrading and efficient power system. It planned to launch 13 tasks and allocate 254 million yuan in national funding.

On October 9th, Ministry of Industry and Information Technology released “Announcement on the Final Review and Liquidation of Subsidies for the Promotion and Application of New Energy Vehicles in 2021 and Previous Years, and the Pre allocation of Subsidies for 2022”. Between 2016 and 2021, a total of 10 fuel cell vehicle companies received subsidies for the promotion and application of new energy vehicles for 15 models and 405 vehicles (495 of which were declared for promotion), with a total of 169 million yuan in liquidated subsidies.
