On May 2nd, 2024, following a consultation process with over 1900 suggestions and comments, President Gabriel Boric and the Strategic Committee presented the final 2023-2030 Green Hydrogen Action Plan.
Based on the public consultation, the logical order of the Plan was restructured, establishing 81 actions distributed in 18 lines of action, with milestones to be implemented in two time windows within the decade. The first stage, between 2023 and 2026, is designed to achieve adequate investment signals, standards and regulations, promote the strengthening of critical institutions and the implementation of an efficient permitting system, promote scientific research on the industry and advance in tax and financial incentives for "first-movers", directly supporting their financial structures.
The second stage of implementation, from 2026 to 2030, considers the finalization of territorial planning instruments and normative regulation, currently underway; the articulation of productive linkages and local development; in addition to having human capital prepared at the time the industry requires it. It also contemplates having the necessary certification for opening up to green markets, and a single information platform for all stakeholders regarding the progress, challenges and benefits of the industry, in accordance with the guidelines established in the Escazú Agreement.
The Action Plan is currently in implementation, where over 45% of milestones have begun their implementation, and 10% are already completed.

In May 2024, CORFO, the Chilean economic development agency issued a call for proposals for the manufacture and/or assembly of electrolysers and their components in the country, aiming to contribute to sustainable productive development and to enable the green hydrogen industry in the country, by facilitating the creation of industrial and commercial partnerships between domestic and foreign companies along the green hydrogen value chain, and contributing to the local and international supply of electrolysers in order to reduce delivery times within Chile and the region, offering co-finance of up to 60% per project with a maximum of 10 million dollars.
In June 2024, CORFO launched the call for the creation of the Technological Centre for Green Hydrogen Innovation in Magallanes, which will have the mission to encourage and accelerate the adoption and development of products and services based on R+D+i through pilots, scaling and training of human capital that respond to the needs of this industry.

Six pilot-scale projects continue to operate at a national level, including the mobile hydrogen generation plant of the CICITEM Technology Center in the Antofagasta region, the injection of green hydrogen into natural gas distribution networks by the company GasValpo, the hydrogen production plant for the operation of Walmart forklift; the hydrogen production plant for a mining company; and a refueling station for Toyota vehicles in the Metropolitan region, and the production of synthetic gasoline at the Haru Oni plant in Magallanes.
In September 2024, Marval Clean Logistics together with its partners Walmart and IEE presented the first hydrogen-powered truck in Chile. This truck offers a range of 700 kilometers and can transport up to 49 tons in total.
There are currently 5 projects in the Environmental Impact Assessment System (SEIA), with investments of around USD MM 15,000. In terms of production, these projects would exceed 300 kilotons (kTon) of GH2 per year once in operation. Two of these projects would be located in the Magallanes and Antarctica region, another two in the Antofagasta region, and the remaining one in the Valparaíso region.

World Hydrogen Latin America will take place in Santiago, Chile between 2-4 December with the purpose of bringing together attendees representing the entire regional value chain, including developers, policy makers, offtakers and foreign collaborators. Seeking to provide comprehensive understanding on hydrogen production, distribution, finance, and offtake. We will also be looking in-depth at permitting, policy, legislation, certification, and international collaboration.

In July 2024, five projects were awarded the “Technological Program for the use and adoption of hydrogen in Chilean industry", each one aimed at promoting the use of hydrogen in various sectors, including the production of fertilizers from green ammonia, blending of green hydrogen for heat generation in mining, the use of hydrogen for decarbonizing the logistic chain of a retail company, and the retrofit of bus and truck engines for hydrogen use. A second tender was opened as well, aiming at investing over $35.000 million CLP between both calls.
The Green Hydrogen Facility Window is set to formally open in December 2024. This USD 1 billion mixed financing fund (financed by the World Bank, the Inter-American Development Bank, the EU and Germany's KfW) has been set up to create risk mitigation instruments and improve financing conditions for green hydrogen projects and providing technical assistance to promote the development of this industry.

Chile is about to launch to public consultation (March-April 2024) an inter-ministerial regulatory work plan that will account for the creation or modification of our current regulations incorporating hydrogen as a fuel. This work is based on a study carried out by the ministry in 2021, which provided the standards associated with each point of the hydrogen value chain. After that we developed a joint work with the Ministry of Economy to have the commitment of ministries with competence in the matter such as mining and transport to develop this work in time and with the necessary resources for this development. So far we have built the safety regulations for facilities based on the NFPA2 code, which is in its final stage, and this year we will create the hydrogen quality specifications regulation and the refueling stations regulation, both with previous studies that show indications of the steps to follow.
In parallel, we will launch the second version of the guide for special projects in the superintendence of electricity and fuels where projects can be executed under international reference standards despite not yet having the regulation, this has generated that the projects that are known and are under development can be built under an appropriate safety standard without having to wait for the creation of the regulation.
