- 02Update: June 2026 The negotiation process for two global conventions is currently ongoing with two green hydrogen developers: CWP and Chariot/TEH2. The global convention represents the most important contract, as it defines terms and conditions for developing and producing green hydrogen. The global conventions are expected to be signed and approved by the parliament in the coming month. A framework agreement was signed between the Ministry of Energy and Petroleum, The National Mining and Industry Company, HyIron and Chariot to produce DRI using green hydrogen. Studies Ongoing Land Planning & Assessment study to support the deployment of green hydrogen projects in Mauritania. Green Hydrogen and derivatives auction documents finalized. Ongoing Feasibility study for a road supporting the deployment of the projects; the ports study will be as well kicked off later. Strategic Environmental and Social Impact study for the green hydrogen sector is currently in the kick-off phase A study defining the mechanisms and procedures certifications for the active local companies in the green hydrogen value chain in conformity with the standard ESMP is ongoing.

- 04Update: June 2026 Workforce development To ensure the active participation of the local workforce and companies in the green hydrogen projects development the government is actively reviewing and adopting new vocational training programs for jobs in the green hydrogen value chain. The Government adopted a decree establishing the sectoral certification and qualification framework for vocational training diplomas in green hydrogen and renewable energy. Development of 10 technical and vocational training curricula necessary for the development of green hydrogen, and validation and publication of 6 curricula The Government is in the process of adopting a decree to support and ensure the local companies’ readiness to participate in the green hydrogen sector development. The local content law application decrees adopted supporting the implication of the local workforce in the larger energy sector, including green hydrogen.
- 05Update: June 2026 The Government will organize a green hydrogen business forum for the local and international companies in the upcoming weeks.

- 07Update: June 2026 The Green Hydrogen Code remains the principal national instrument to regulate green hydrogen projects and to provide incentives and tax measures intended to attract investment. The Code is being used to negotiate framework agreements and global conventions with international developers. The law establishing the Mauritanian Green Hydrogen Agency is currently in the latest stage of approval at the Government level and will go through parliamentary ratification in the upcoming weeks. A decree establishing the mechanisms and procedures for the certification of the active local Mauritanian companies in the green hydrogen value chain is as well at the latest approval stage and will be adopted soon. Implementation decrees for the green hydrogen code and the Mauritanian green hydrogen agency establishment law are under preparation.
